Overview and business challenge
The Pensions Regulator (TPR) is responsible for overseeing over £2 trillion in pension savings across more than 38 million members. TPR launched its data strategy to tackle one of the UK’s most complex societal challenges: protecting millions of pension savers in an increasingly fragmented, digital-first world.
TPR faced legacy technology, fragmented and low-quality data, and heavy reliance on manual processes. These limitations resulted in delayed risk detection, high regulatory burden on pension schemes, and limited ability to proactively protect savers in a complex, digital-first landscape. This resulted in limited visibility of risk, reactive enforcement, and burdensome requests to industry stakeholders for information.
How Cynozure helped
Working in partnership with Cynozure, The Pensions Regulator developed and launched its Data Strategy 2025; an ambitious, five-year transformation programme. The strategy focused on building strong data foundations, embedding AI and analytics, enabling intelligent automation, and fostering data sharing across the ecosystem.
Cynozure helped develop this strategy by understanding the challenges, from internal technology change to measuring saver outcomes and fundamental changes in the market, offering expertise and helping to develop and communicate the way forward.
A key part of Cynozure’s work was designing the data strategy for a dual audience of internal and external stakeholders. The message had to be clear and simple enough for communication to the market, ensuring that industry could see the value and could get behind a significant enhancement in the data ecosystem that would benefit schemes and savers alike.
We’re delighted this work has also been nominated in the Data & AI for Good – Hero Organisation category at the 2025 DataIQ Awards.
The outcome
Though still in the rollout, the strategy is already delivering significant results:
- Faster, risk-based interventions: AI models are enabling earlier detection of poor governance or underfunding risks, reducing harm to savers
- Reduced burden on the industry: Intelligent automation is replacing repeat data requests, cutting red tape for employers and schemes
- Stronger protection for the public: With more accurate and timely data, TPR can better focus resources where they matter most
- Increased engagement: The strategy is forging a path for others to replicate in government
